A Rule 5 draft would allow minor league players to have a chance in the major leagues. From the OOTP manual, these are the eligibility requirements for Rule 5: The player has at least three but fewer than six years of professional service time, and the player was age 19 or older when he first signed a contract. The player is not on the team's secondary roster. Note: Players who were age 18 or younger when they entered the league are eligible if they have at least four, but fewer than seven years of professional service time. In other words, young players get an extra year before they become eligible for the Rule 5 draft.
Professional service time refers to time spent in any level of the league, which in our league is just how much time has passed since they were drafted.
OOTP does not allow for much customization of the Rule 5 draft. As far as I can tell, the following rules are not changeable: 1. A team can make a selection in the Rule 5 draft if they have empty spots on their 40 man roster. However, Rule 5 selections must remain on the active (25 man) roster or disabled list for the entire season. 2. Rule 5 draftees can be waived or traded, and their new team must keep them on the active roster or DL for the entire season, unless they are waived or traded again. 3. A player selected in the Rule 5 draft must spend at least 90 days on the active roster (in other words, a team cannot dump a Rule 5 pick on the DL for the entire season). If this does not happen, the requirement can extend into the following season.
I ran a test league Rule 5 Draft and it seems like there are only two customizations the commissioner can make: whether to have a straight or serpentine draft, and the draft order. The default draft order is reverse order of standings, which I think is reasonable, but it can be customized (meaning theoretically Rule 5 picks could be tradable, but that would probably not be a good idea). In my opinion, we should vote between a straight draft in reverse standings order, and a serpentine draft in random order, but that can be a later vote if the Rule 5 draft is agreed to.
There is no set length of a Rule 5 draft - it continues until every team has either ran out of room on their 40 man roster, or decided not to select a player. They typically last between 3 and 5 rounds. No team is required to make a selection, and teams can make as many selections as they want (provided that they have room on their 40 man roster).
The fact that essentially no aspects of the Rule 5 draft are customizable is a mixed blessing. It means we don't have to argue about tweaking the eligibility requirements - you either like them or you don't, and should vote accordingly. It would be theoretically possible to have a Rule 5 draft without using OOTP - someone (me) would manually gather a list of players who are eligible according to modified rules the league decides on, and then we could hold a draft in Slack. I wouldn't mind doing that, but it would be much less convenient for GMs to not be able to view the draft pool in-game, so for now I suggest we stick to the OOTP Rule 5 draft if anything. GMs could submit draft lists in-game. If a team is managed by the AI, they would probably not make any picks, and almost definitely no more than two - the AI doesn't draft very often in Rule 5.
I think having a Rule 5 draft would be helpful to improve parity - plenty of AAA players for good teams could be starters for bad teams, and are young and on league minimum contracts. There are currently over 1000 players in the WBA who are eligible for Rule 5 selection (weirdly, despite the WBA not having a Rule 5 draft, it's still a filterable option, so if you want to see the entire list yourself just pull up a list of all WBA players and filter by Rule 5 eligibility). There are some good prospects on that list, but anyone who a team *really* wants to keep (for example, Ethan Gloyn or Rajeshh Vasava) will be added to the 40 man roster if we do pass this amendment, so nobody will be losing any genuinely good prospects. But there are definitely a fair number of minor leaguers who could possibly cut it in the majors, and they deserve a chance.

We all know that OOTP is weird. Sometimes a rating has a greater or lesser effect than we expect, and often the relationship between ratings and stats can be completely counterintuitive. I decided to analyze the three OOTP "running" ratings - speed, stealing, and baserunning - and see what effect they had on stolen bases. To begin with, my data only included the 2129 season. Since ratings can change, I thought it would make the data less reliable to include previous seasons. I also only included players with at least 6 steal attempts. A consequence of this is that most players on the list had good running ratings, but I don't think this matters, as nobody would want to steal a base with a 3/3/3. There were a total of 104 players on this list. Their average ratings were 7.5/8.6/7.9 (speed/stealing/baserunning) and their median ratings were 8/9/8. I analyzed each individual running rating in isolation and compared each one to SBs (total number of bases stolen) and SB% (steals divided by steal attempts). I'll begin with the stealing rating. The slope of the trendline for the stealing vs SBs data was 4.75 - in other words, for every increase of 1 in stealing, we could expect an increase of 4.75 steals, all else being equal. So a 7/9/7 would be expected to have 9.5 more steals than a 7/7/7 (over the period analyzed, which is one full season minus three weeks). I personally don't think SBs are particularly indicative, since team strategy and player strategy settings have a huge effect and are difficult to account for, but SB% is a better indicator. The slope of the trendline for stealing vs SB% was 3.17 - an increase of 1 stealing rating point led to, on average, an increase of 3.17% success rate. This is less than I expected, and indeed, the R^2 coefficient (a statistical metric used to determine strength of correlation) was just 0.151 (out of a maximum of 1), suggesting a relatively weak correlation. In other words, statistically speaking, stealing rating has a tangible but fairly small effect on stealing. Incedentally, the R^2 for stealing rating vs SBs (not SB%) was 0.243, indicating that the stealing rating is a stronger indication of the number of steals than the steal percentage. On to the baserunning rating, which might be the least used rating in the game. The slope of the SBs vs BSR trendline was 2.19, and for SB% vs BSR, it was 2.33. In other words, an increase of 1 BSR rating led to, on average, an increase of 2.19 stolen bases and a 2.33% increase in success rate. The R^2 coefficients were 0.089 and 0.141, suggesting that baserunning has much less of an impact on stealing bases than the stealing rating. Finally, on to (in my personal opinion) the most interesting data: the speed rating. The slope of the trendline of speed vs SBs was 3.28, and the R^2 coefficient was 0.172, suggesting a correlation between speed and SBs. However, the trendline of speed vs SB% had a slope of essentially 0 (-0.0948), and the R^2 was 0 (the software I used rounds R^2 to three decimal places, so technically I should say the R^2 was less than 0.0005 and therefore rounded to 0). In other words, speed has essentially no effect on stolen base percentage. The correlation between speed and SBs could be because teams set their fastest players to steal more often, or it could be programmed that way within the engine. An interesting example of this is Northwest's Phillip Moore, who had the highest SB% of my entire list - 13 steals and only one CS, for a rate of 92.9% - with a speed of just 5. His STE and RUN ratings are 9 and 8, respectively. Oslo's Marcio Stallone is also an interesting case. He currently has 20 SBs and a speed rating of 10 - but his low STE (only 5) means his actual success rate is barely over 50%. Finally, a clarification for those of you who know a bit about statistics. In this article, I used linear trendlines simply because they're easiest to explain. However, I did check all the data with exponential, quadratic, cubic, logarithmic, and power series trendlines, and in every case, the R^2 stayed very similar to the linear trendline. This actually surprised me, as I had believed all OOTP ratings follow a normal distribution rather than a uniform one, and therefore believed that exponential trendlines would fit the data better - but this did not occur. A potential explanation of this is that running ratings do not follow the same normal distribution that batting and pitching ratings do, which actually is supported by (at least my) anecdotal experience - I notice many more 9s and 10s the running ratings than in batting ratings. I did make graphs for these data, but am not including them here out of a desire for brevity. I'll post them on Slack if people are interested.

The Melbourne Meteors are proud to retire the numbers 49 and 64 to honor outfielder Stéphane Salomon and infielder Tamirat Sifiye. The first overall pick in the 2101 IBL draft, Stéphane Salomon is rare among Meteors for being a very good player who was never traded. He is one of a small group of players to play for all three iterations of the franchise - the Tokyo Samurai, Brisbane Bandits, and Melbourne Meteors. He hit .243, slugged .478, hit 258 home runs, and accumulated over 50 WAR in 11 seasons. He also earned four Silver Slugger awards (three at center field, one at right field) and one Gold Glove at center field. He sits 19th in WBA history for career isolated power, and owns the Melbourne franchise record for WAR, runs, home runs, RBIs, and games played. The 11th overall pick in the 2103 IBL draft, Tamirat Sifiye spent only part of his career with the Melbourne franchise. In his ten total seasons there, he hit .315 and accumulated 41.63 WAR. He was eventually traded to the Buenos Aires Dolphins, for whom he gathered another 25.26 WAR, in a trade that the Meteors GM now acknowledges as his "biggest mistake". However, Sifiye remained on good terms with the Meteors, and at the close of his career, was traded back to Melbourne, where he played the final six games of his career. Sifiye is 13th in WBA history for career on-base percentage (exactly .400), eighth all-time in hits (2,491), seventh in runs (1,448) and third in stolen bases (611), and is the Melbourne franchise leader in career batting average (.314). He also finishes with 79.33 total WAR, ninth all time, and since a majority of his WAR was for Melbourne, he will wear a Meteors jersey and cap into the Hall of Fame if and when he is inducted.

Of immediate concern: 3B Guillermo Carvajal - Getting up there in age but can still hit. 1.1 WAR this year as mostly a sub, could probably start for some teams, particularly vs lefties (6/8/7/8/9). Also with 6/6/8/7/5/8/10 defensive ratings, he's best at 3B but can be used at 2B, LF, or RF. Has a team option for this season at $4m, I'm not planning to keep him so he'll be very cheap. If you want him, yours for a 5th, but you have to let me know soon, the option will happen within a few days and if I don't get any interest I'll just lose him. Available whenever: 1B Gunadhara Upanishad - 7/7/8/7/6 vs both hands, decent fielder at 1B. 1.4 WAR last year in only 42 games started. Should be starting and doesn't have room here in Melbourne. With just 4 weeks left in the regular season, it's time to bring back What's At Stake. This year, I'll just do weekly updates as replies to this post. Heading into September, we've got some exciting races in both leagues - let's take a look. In the ABL, the league-leading Havana Dolphins sit 5 games clear of the rest of the Latin American Division. With two series against non-divisional teams - the Mexico City Aztecs and Edmonton Trappers - a good week could lock down the division title. The Dolphins are being chased by the Santo Domingo Palmchats (5 games back) and Rio de Janeiro Jaguars (6 games back). Both of these teams also play outside the division this week, with Santo Domingo matching up against Edmonton and the Los Angeles Stars, while Rio will take on the Phoenix Burros and the Aztecs. Any (or all) of the Latin American top three could easily go 6-0 this week, making a winning sim even more important. The window to catch up to the Dolphins likely ends this week, unless we see some surprise losses. The most interesting race in the ABL is the North American Division title race. With the Burros sitting just one game above .500, followed closely behind by the Stars and Northwest Emeralds at exactly .500 and Aztecs one game below, it's highly likely that this division will only have one playoff team (again). That makes this week hugely important for the four teams in contention, as Phoenix takes on Rio and the São Paulo Toucans, LA plays the Puerto Rico Coqui and the Palmchats, Northwest meets São Paulo and Puerto Rico, and Mexico City plays Havana and Rio. With all due respect to the Coqui, it's hard to deny that LA and Northwest have the easier schedules for this week. We may have a much clearer picture of the North American pretty soon. Finally, the Toucans shouldn't be counted out of the playoffs yet - just four games outside the wild card (yet with the same record as the North American leaders), São Paulo needs a big week pretty soon. With no divisional matchups, they'll look to make up some ground with wins against Northwest and Phoenix. A bad week could dash their hopes, while a good week (plus some luck) could bring them back within striking distance. Over in the IBL, the Mumbai Cobras have already clinched the Asian Division title, and sit 14 games ahead of the Cairo Pharaohs for the #1 seed. They'll play the Paris Fleur-de-Lis before matching up with Cairo, but it's hard to pretend these games matter much to Mumbai, who've essentially locked down home-field advantage. Cairo, meanwhile, leads the Afro-European Division by seven games. They'll match up with the Karachi Falcons before playing Mumbai. Cairo won't clinch the division this week, but barring any sort of collapse, they should be able to put a stranglehold on it. In the actual close race, the Ljubljana Dragons have surged out of nowhere to take a four-game lead on the first wild card. They're not mathematically eliminated from the division title yet, but are more than likely going to focus on defending the wild card - and with series against the Manila Baseball Team and Melbourne Meteors, who are five and four games away, respectively, the Dragons have an opportunity to put a lot of distance between them and their chasers - or they could see their lead slip away. The Meteors are currently tied with the Rome Generals for the second wild-card, and they will play the Generals followed by the Dragons. This is a crucial few games for the Meteors, who could catch Ljubljana with a good week or fall out of the playoffs entirely with a bad week. Rome has it slightly easier. They'll look to take sole possession of the wild card with a series win against Melbourne, then play the struggling Karachi Falcons. A good week could leave the Generals fairly well positioned in the playoff hunt. After firing their manager over a botched trade negotiation, and amidst rumors of other managers pressuring the team into a name change, the Manila Baseball Team has fallen out of playoff position. But with new management finally stepping in, the Baseball Team has time to turn their season around, especially being just one game out of the wild card (although behind two tied teams). They'll play the Dragons and the newly-tanking Black Forest Foxes, and with some losses by Rome and Melbourne, could see themselves in a playoff spot by the end of the week.

CF George Sidford - currently hitting .278 and has 1.4 WAR in just 161 plate appearances. Good defense in all three OF spots. Should absolutely be starting, but blocked on my team. Post it - late 1st or early 2nd (use your judgment) C Alejandro Yera - 7/8/5/6/8 vs RHP, and yes Casey, a left handed catcher! 2.7 WAR last season, 0.9 this year in the pros in just 45 games plus 1.1 in AAA in 39 games. Post it - late 2nd or early 3rd 3B Raúl Sierra - 9 rating at 3B including 11 arm, should win a gold glove in the pros. Not a great hitter but could be a very good defensive sub. Post it - 3rd SS Eugenio Locher - Plus defense (8/7/10/10) at any infield position. Not good hitting ratings but hitting .273 in AAA for 4.3 WAR in 95 games. Post it - 4th SP Mansoor Domki - Consistently excellent AAAA pitcher who can probably play in the pros somewhere. 4.6 WAR last year, 2.8 so far this year in 19 starts. Post it - 5th P Harold Threlfall - Has 3 very good pitches, but always performs better in the bullpen. 10/5/7. Could be a steal. Post it - 4th 2B Bill Hurley - 11 contact vs LHP. Having a really bad year but hit .360 vs lefties last year and .385 the year before. Could be used as a platoon. Post it - 5th Any other AAA pitcher except Kudo, Kakazai, and Schulberg could move, feel free to make an offer. Also, I have a lot of defense-first shortstops in my system, particularly Axel Monck, Panthea Metrofanis, Orrin Tsougarakis, and Sherman Hammond. Any of these can be had for a 2.5 star prospect (or, possibly, a 2-star prospect of my choice). All post-it prices are final if posted but feel free to negotiate if nobody else posts a trade, I'm always open to suggestions.
