Mumbai would name the player that they want when SD is on the clock. Sorry if I didn't make that clear. In the example, Trouts was named by Mumbai at the time SD was on the clock, not before.

Mumbai would need to be aware of when SD is on the clock. And the commish could be a "backstop" to enforce the draft pick trade scenario (i.e., ask Mumbai who they want when SD is on the clock).

This will require an amendment to the WBA Constitution, so starting a discussion thread.

My proposed implementation involves the team sending the pick to make a draft selection according to the receiving team's reference during the draft. Or the commish can make the selection. The commish would move the drafted player to the correct rookie roster post-draft. If needed, $1 could change hands if something has to be exchanged from each side.

Example: Mumbai trades Darchiev to Santo Domingo for 2006 1st round draft pick.

Implementation:
Mumbai receives $1 today
SD receives Darchiev today

Mumbai tells SD to draft Mikel Trouts next draft.
SD drafts Trouts.
After draft, Mumbai receives Trouts, SD receives $1.

Mumbai votes FOR this proposed amendment.

Mumbai has freed up two roster spots on the 25-man for Andy Stone and Ed Tozer. 
Stone slots in as Mumbai's #3 starter, replacing Towson, who goes into middle relief. 
Tozer becomes another 7th inning+ setup man.
Celestino replaces Khorasani on Single-A Amdavad.
There's an extra player on Rookie League Surat's roster, but that will sort itself out since I'm trading away multiple guys from there.

So are we limited to trading up to the Start Cash amount, or can we trade upto the Ending Cash amount and have it deducted after the season? I assume it's the former, but thought I'd check to make sure.

Mumbai is looking to make moves again this offseason, hoping to finally end their playoff curse. 

Mumbai's primary purpose is to acquire starting pitching that can help take it to that elusive championship...or hell, how about at least the championship series for a change.

The Mumbai farm system is fairly well stocked, so there are deals to be made. Mumbai is also prioritizing trading away the following two plus-fielding, power-hitting infielders who are good enough to start in the majors but are no longer in Mumbai's plans:
2B/1B/SS Beni Mokate (could be in the last year of his contract as next year is a player option)
1B/SS/2B Memduh Kazancigil (in the last year of his contract)

But if I'm being honest Singapore had my team's number all season long, so it wouldn't have changed the outcome.

Here is a suggestion for a different one-time rule.

Player salaries (but not contract length because that is a fair luck of the draw type thing) may be adjusted as follows for "overpaid" players after the inaugural draft - a player that has an overall star rating up to the given amount may be lowered to the shown salary:

5 star - $9M
4.5 star - $7.5M
4 star - $6M
3.5 star - $5M
3 star - $4M
2.5 star - $3M
2 star - $1.5M
1.5 star - $1M
1 star - $750K

Huck, if we go with this, how would it apply to multi-year contracts that may not exceed the value in the table this year, but will be exceeding it in future years.  Or vice versa in the case of a front-loaded contract?  I guess a related question would be whether a salary adjustment in line with the above chart would apply uniformly across all years (and remove any frontloadedness or backloadedness of a contract).

Sucks that you've had to deal with issue upon issue by the way.  Thanks for setting this up though, I'm sure this is going to be fun once everything gets sorted out.

Yeah, I'm inclined to agree that something needs to be done regarding the contracts.  It's hard to say anybody drafted "above their means," given that the demands were turned off and it was assumed that OOTP would set every team's collectively year 2100 salary to roughly the same amount (just under $ 50 million).

I had also assumed that everybody would have the 5-year rookie contracts, but to be honest it's not as big an issue, since it's a luck of the draw thing and we've all been affected.  Some of us have our first-round pick in impending free agency, which obviously sucks because I'm sure it was assumed the player would be a long-term building block.  (For me personally, half my major league roster is on a one-year deal, and I largely stayed away from prospects and assumed I would get 5 solid years from my veteran draft picks...though I may not have understood the contract rules, so that's on me)

Having a handful of teams having opening day payrolls at $75 million does seem a bit much though, so there should be someway to not have staring down the barrel of such a big deficit on opening day.

How do I switch the draft utility to the IBL?

I don't recall setting my password for the OOTP online utilities...I've tried my forum password and it obviously didn't work, and neither did the default password I used to load the saved game in OOTP 16.
