I feel like usually the absolute top tier players are the first three picks in the old draft or the first six in our new combined draft. I looked at how many times each team picked in that range and when the last time they had a pick in that range was. I did not take into account whether these picks were their own picks or from trades. I started with the 2116 draft and went through the 2125 draft.
