Constitution Changes

I revised the constitution as follows:

• Draft rules were changed as previously discussed so that we can get it loaded in Stats+ earlier and import in-game earlier beginning with the 2113 draft.
• Arbitration will now be handled 100% in-game by OOTP.
• WBA Cup section added.
• Changed the Amendment section from XIII to XV. XIV is currently unused (reserved for possible tournament to be added later).
